Rural Policy Action Report
New Report: Roadmap for Rural Progress
Congress shut down the government rather than pass a budget that extends affordable health care. We’re facing a double crisis: Congress has disrupted vital services, and millions of Americans are on track to have their health care costs skyrocket.
But there is another way. Released October 2025, the Rural Policy Action Report outlines policies that are popular with everyday Americans and provides practical steps Congress could take immediately to deliver for the American people. The report provides a positive agenda to improve rural people’s lives and deliver lower costs, higher wages, and the freedom to make choices about our own lives.
Policy Priorities
Our country runs on the work and innovation of working people. But for decades, big corporations and the ultrawealthy have influenced the government for special treatment and put up barriers for the rest of us. To reshape the government for working people, the report highlights 26 policy priorities, organized into four pillars.
Rein in corporate greed
Invest in foundational infrastructure
Everyone gets a fair deal
Stewarding our land and natural resources
Polling Data
Rural voters are economic populists, support personal freedoms, and know the importance of investing in working families. Rural Democracy Initiative conducted polls showing strong support for the policies outlined in this report.
Call to Action
Rural America must lead in building a more prosperous, sustainable, and just future for the entire country. Rural people demonstrate fundamental American values like defending working people, investing in locally driven solutions, protecting core freedoms, and respecting our close connection to the land. Yet our rural communities are often ignored or actively harmed by the policy choices of elected leaders and the unchecked power of corporations and the ultrawealthy. The Rural Policy Action Report is a roadmap to build momentum for policies that deliver for rural people.
